Technically yes they can but it would not be good for either of them. You would be throwing you life away. You would have a hard time telling your parents too. If you want to have kids wait until you are older and you know for sure what you want.
A male of any age could only get a female pregnate if he has gone through puberty as well as the female. Once he has gone through puberty and is capable of creating sperm cells is the female able to get pregnate.

They can and they have. It's not very common, for several reasons; girls don't become fertile until menarche, which doesn't usually happen until at least age 11 or so, and in most cultures it's considered inappropriate for girls that young to have sex anyway.
However, some people develop faster than others, and there have been literally dozens of 8 year olds who have given birth (in one case, the child then became pregnant at a very young age herself, making her mother a grandmother at age 17).
