No, the Passport Agency will not add children to adult passports anymore. Answer The rules changed to help avoid child abduction. The Child Abduction Act 1984 makes it an offence for anyone to take or send a child under the age of 16 out of the country without the appropriate consent i.e. consent of those with parental authority, residence order, guardianship or the leave of the courts.
