Yes. In that the a/c condenser is fitted in front of the radiator, road debris will hit it first. Also, corrosion and fitting leaks can occur in the condenser. lc

You might have a slight leak in your radiator or AC condenser. Or maybe its just water residual from your last rainstorm or car wash.
Heater core leak, or stopped up condenser drain line.

"ITS PART OF THE COOLING SYSTEM?? " That is what the part is, not what it does. The Condenser, condenses the refrigerant while releasing heat that was in the car. Allowing the system to cool the inside of the car.
It could develop a leak and empty the freon from the ac system.
Assuming this is the AC condenser, if it has had a small leak, the area around the leak would be oily and covered with road dirt. You could inject an ultraviolet dye into the system and the leak would show up with a black light or just take it to a shop that does AC work and have them work on it.
If it tastes and smells sweet, you have a leaking heater core. If it is just water, you have a leak at the windshield or the A/C condenser drain line is clogged.
I have never heard of any wiring to a condenser on any car. The condenser carries the refrigerant in an air conditioner system.
