In order to maintain a fair appellate process, cases presented to the Court under original jurisdiction are first heard by a "special master," usually a lawyer with expertise in the case subject matter, who acts as a proxy for a trial court. The special master is the fact-finder who listens to testimony and evaluates evidence, then makes a recommendation for disposition to the Supreme Court.
The Court reviews the master's report and allows both parties to conduct an oral argument, just as they would in a standard appellate case. The Supreme Court then makes a final decision on the case.
