In the US, yes. Here's the problem though. If the parents are not Catholic, and they do not wish for their children to become Catholic, then pressure on the child may cause strain in the relationship. Being largely unequal in the relationship, a top down scenario if you will with the parents at the top, then while the parents may be strained, the child is likely to be heavily stressed.

If you are the child looking to convert to Catholicism, by all means study the religion, get as much information as you can and make an informed decision. Then, talk to your parents and try to explain to them why you've made this decision. If they resist still, you have your whole life ahead of you.

Why does godfather have to be Catholic in Catholic baptism?

When an infant is baptized in the Catholic Church, the parents choose godparents who are tasked with overseeing the spiritual upbringing of the child (should the parents' guidance not be sufficient). When the child is baptized, the godparent(s) make an oath to raise the child in the Catholic faith, which is clearly something they cannot promise if they do not believe it for themselves.

Can your son be batized as Catholic if you are an Anglican?

Yes, a child could be baptized Catholic if the parents were Anglican and if the parents agreed to raise the child Catholic. This would be a very unique circumstance because most parents chose to have their children baptized and raised in their own religion. A unique circumstance would be if the Anglican parents were consconverting to Catholicism but had not finished their RCIA instructions but wanted baby baptized Catholic.

What does the godpearnts say at the baptism?

The Godparents make promises at a Baptism. They say they will look after the child and teach them the ways of God. If the parents of the child aren't Catholic, then the Godparents are the ones who bring the child up as a Catholic (if that's what the parents want them to become) and tell them all they need to know. The godparents are friends in faith who can be turned to in times of doubt, confusion or questioning. Their goal is to show the child being baptised the ways and truth about God.
