Not unless it was manufactured prior to 1898 and is classified as an antique.

The problem with owning one even then is that under 18 USC, felons are not permitted to possess explosives, and black powder is an explosive. Therefore, even if you lawfully owned a genuine antique, you could not legally poossess the powder to fire it.

Yes you can. Black powder firearms are exempt from Federal Laws. You can buy black powder hand guns and rifles, powder, caps all of it. You can buy black powder firearms though the mail, you can hunt with them. The modern black powder rifle are very very accurite some revolvers are to.

You may not possess #209 "shotshell" primers used by modern muzzleloaders. They are considered modern ammunition, which a felon may NOT possess anywhere in the US. I would suggest you check with the firearms section of the NH State Police. While a muzzleloader that uses loose powder and ball is exempt under Federal law, SOME states have stricter laws.
