No, removing a firing pin from a firearm does not change the fact that it is a firearm.

It only takes a few minutes at most to replace the pin in most guns.

but you can own a Black Powder gun in some states, check with your local law enforcement.

However under federal law and jurisdictions a felon can not possess a black powder gun because it is considered a firearm when the underlying offense is committed within or on federal property/jurisdiction.

A gun that was originally manufactured to fire modern ammunition but has a combination of modification to render it inoperable would be legal to possess by a felon; e.g. a welded plugged barrel and a non functioning trigger group or receiver.

What makes a federally defined firearm is a registered serial number on the frame in the case of a revolver and on the receiver in the case of a long gunsand pistols and on the trigger group/ lower receiver in the case of AR type assault guns. or the ability to fire modern cased ammunition or chamber a cartridge using any part of a modern ammo; or any device that can easily be convert to fire a projectile.

Tin Zinc blank guns are themselves not firearms until you load one with the blanks; which contains parts of modern ammunition. Felons are prohibited from possessing any ammunition or parts thereof. Blanks have a brass case in calibers of real guns and contain modern propellant and a modern primer all of which are prohibited to possess during any crime or within any federal jurisdiction; and the possess by a felon of said blank[s] is a federal crime in and of itself.

Bottom line a felon can possess a non functioning firearm but must insure it has enough disfunctionallity so as to NOT be EASILY reconverted to chamber and fire modern ammunition.

The permanent and complete damaging/ plug welding of both ends of the barrel of a long rifle or shotgun along with welding any removable barrel to the receiver should be enough as long as it can not chamber any real or blank cartridge. In the case of an AR assault type rifle where the serial number is on the lower/ trigger group you would have to also remove the trigger mechnizum and remove the firing pin and weld the fireing pin hole and damage / reconfigure the trigger group bed/ lower receiver area so no kind of trigger mechanizum can be later installed.

The fact a felon wants any thing that looks like a real gun is just asking for trouble and is most likely up to no good. If you are a felon and want to hunt use a bow or trap your game.

Yes it is, but only in some states

Whether or not the gun is capable of firing does not affect its status as a weapon in most jurisdictions. As this is an international website, you should check with your local law enforcement regarding the legality of carrying a weapon. You may require a license, you may be required to keep it visible (in an open holster), or you may be prohibited completely from carrying it on your person outside a locked gun case on the way to or from a firing range. In the UK, for example, you cannot own a handgun.
