presumably, because if he/she were to confiscate the drugs one day, then get evidence that you were using/selling more of the same or different drugs.

I do not know which stste you live in, but most areas that do not allow transfer of power throughout the state, still have the ability to allow officers to go outside their area for some distance. They are also capable of a citizens arrest. The issue would just be transferred to the local police. Be thankful, the odds of these people getting off if they were busted with drugs is low!
