They pack it up, label it and put it into a huge storage room full of evidence, drugs, weapons and other confiscated goods. Though there are chases of police officers stealing confiscated evidence it is unlikely that the confiscated item is somewhere else but the police department.

In Wisconsin any police officer can arrest you for drugs anywhere in the state. I do not know which stste you live in, but most areas that do not allow transfer of power throughout the state, still have the ability to allow officers to go outside their area for some distance. They are also capable of a citizens arrest. The issue would just be transferred to the local police. Be thankful, the odds of these people getting off if they were busted with drugs is low!
It sounds like you're asking an opinion question. In my opinion, yes. If a person is caught with illegal drugs, yes, a police officer should arrest the person.

If the police are in the home legally, and the drugs are in plain view, then yes, the police may seize the drugs and arrest the homeowner for possession of the drugs. However, in my opinion, the officer would be better off obtaining a search warrant, although it is not required.
