To be pulled over there has to be an immediate reason, like speeding, a tailight out etc. and then if you do not have your license, that is a fine just like if your inspection sticker is expired.

Law enforcement may pull over any vehicle at anytime with a reason. There would be no way for them to know that the registered owner was not licensed.

Depending on the state you may not even be able to register a vehicle in your name if you don't have a license. Most likely the only way you could have a registered vehicle and no license is if your license got suspended after your vehicle was already registered.

Added: Many states are developing their technology, and officers are able to obtain much more information from their vehicles. For example, officers are able to run tags from their vehicle, and can normally determine whether the vehicle's registration and insurance are valid. While it is generally illegal to register a vehicle in your name if you don't have a license, officers can often tell if your license has been suspended or revoked for some reason. Additionally, they can tell if the owner of the vehicle has outstanding warrants. Any of these issues are sufficient causes to make a traffic stop.
