Yes, they can but it shouldn't be allowed due to the fact that any inherent diseases may be multiplied.

You have to really know your bloodlines and be sure that there aren't any genetic issues in their bloodlines. It's all about the recessive genes. If you breed siblings, you are doubling the recessive and it will come out.

It is entirely possible, but NOT advisable. Since many problems are recessive, if you breed two siblings who have a recessive allele for a bad trait, their puppies might have a lot of problems. It's probably not likely, but as a general rule, incest (even in animals) is a bad idea.
