"Blow" is kinda vague, but it sure can get badly damaged.
No. There are many things that have to happen to blow an engine in this manner. Your engine went out of time as soon as your chain broke and this will sometimes sound like it blew sky high. Replace the timing chain and get it timed and it should be ok.

The engine can be destroyed if this happens. First the head will crack or the head gaskets will blow .
The timing belts should be changed between 60k-90k miles. If it slips or comes apart while the engine is running it will blow your engine. I would change it every 60k to prevent this kind of damage. It's not that hard to do. Since the KIA has a non-interference engine, It probably won't blow your engine but you should go on and replace it prior to getting stranded!

Yes and No. Blow by is caused by an inproper seal between the compresion ring's and cylinder's. And yes a broken choke pin can result in flooding the cylinder's with fuel which will result in scoring of the cylinder's and a poor seal. Did this help?

It is time for an engine overhaul. The pistion rings/ oil rings and compression rings are either broken are worn out. That is called blow-by. Your engine is done.
