You can not, and should not drive a car that has a bad water pump. The water pump pumps coolant through the engine. You engine will overheat and die without a functioning water pump.

If an idler pulley is broken, I would advise not to drive it anywhere. It would effect the power steering, water pump, alternator and coolant fan causing you to get stuck on the road and possibly cost many more $$ in damage.

Generally, no. There are air-cooled engines that don't have a water pump, but if the car was supposed to have one, it needs it. The engine will overheat and destroy itself within minutes if it runs without a water pump.

It depends on your car and how and when you drive. Putting a water pump under drive pulley on a car with already minimal cooling capacity could cause the car to overheat. Sometimes a cooler thermostat is all it will take to bring the temperature back into normal range.
