yes it can.. it only has the apps that came with the iPod but you cannot download apps like you can with the ipod touch.
Any generation of the iPod touch can upgrade to the latest firmware (the first generation iPod touch cannot be upgraded to the latest firmware, but it can be upgraded to 3.0 which does support apps) The first generation that supported apps without an upgrade was the second generation.

All apps downloaded from the App Store should work on the 1st generation as long as you have the correct iPhone OS.
