This depends on the locality where the foreign veterinarian would like to work. Some states require technicians to be licensed while other states do not have this requirement. However, a foreign veterinarian can also apply to take a veterinary certification test for graduates of foreign vet schools - if he/she passes and also passes the state licensing exam in the state he/she wishes to practice, the foreign vet can work as a veterinarian.
