yes, as long as the tank is big enough. i have 8 different types of goldfish, some of which are over 10 years old, and i have found the rule that work best for most types of goldfish is to have 1 gallon of water and at least 6'' sq. water surface area per inch of goldfish. with a bubbler, that rule can be bent a bit. it is good to make sure goldfish have enough space because goldfish use more oxygen and emit more ammonia and other oxygen-replacing toxins into the water than most other types of fish. the extra surface area is important to ensure that the fish get enough oxygen. overall, it is very possible and easy to keep healthy goldfish without a bubbler or aerating filter, but it is not a bad idea to have one of the two.

Goldfish shouldn't be living in a bowl, they'll have a really bad life and wont live long at all. Just scoop some of the water up into a spare tank or something with the goldfish so it can stay there while u clean it. Then just rinse it with normal water and use the special goldfish cleaning spray. then fill it back up, and tip the goldfish back in carefully. When i was little, I had a goldfish in a 10 liter tank... pretty bad but id say that's the smallest ONE goldfish should ever be in if you want it to last >_<
