In this day and age there is no penalty or regulation prohibiting this. (There may be some family pressure, if the family of the Catholic guy is very devout in their practice of Catholicism, however.)
And, if marriage is to occur in a Catholic Church, there would probably be the request by the priest that the children be brought up in the Catholic faith.

If the Muslim woman is convinced in Islam and practicing her religion while the Catholic man is not practicing his religion, then why the Catholic man doesn't read in Islam religion. Consequently, if he gets convinced in at least the 5 Islam pillars, he may chose to convert to Islam. Only in this case, his marriage with the Muslim girl could be possible per Islam religion.

I cannot speak to the Catholic restrictions, but Iglesia Ni Cristo has the same basic befilifs as the Church of Christ. This is a mainstream Christian church. So if you can date a Baptist, you could date the INC girl as well. Hope that helps.
