If the partially retained tooth has not fallen out, but is very loose, it will fall out. Most rodents are monophyodont. Rodent's incisor teeth continually grow and require something for the rodent to gnaw on to trim them down to avoid issues. If the root of the tooth is intact then the tooth will regrow. If not, then it more than likely will not and if it does it will be either brittle, deformed or otherwise not useable or healthy.

it is possible for them to grow back but if they dont take them to the vet and see

They should grow back eventually. Hamsters, like all rodents, never stop growing their teeth. Unless there is some kind of birth or growth defect, then they should be fine.

Probably, i think it would just be from breakig teeth that his tooth fell out. he shud be fine
