technically yes but he battery and recharging technology is not small and efficent for it to be cost effective or worthwhile yet, meaning you might charge it for 4 hours and only get 30 miles of use out of it. technology is always advancing so it may be more feasible in the future and much more afforadable, it would be very expensive to do and the batteries are very heavy too.
