No. The power steering fluid has nothing to do with your cooling system. It goes from the reservoir to the pump to the steering rack and back again.
Sounds like the rubber line on the bottom of reservoir is leaking or tank is cracked CHECK IT OUT.

The steering pump fluid is low (usually the pump will be noisy at this point) or the steering rack is leaking. In either case the fluid is low due to a leak in the steering system.
The power steering can not be adjusted on a Massey Ferguson 165 tractor. Check to make sure the hydraulic reservoir is full. This is usually the cause of most steering issues.
Several different things will cause a power steering leak. You may have a seal leaking on the pump. The hoses get weak over time and crack. The steering gear has seals that will leak as well.
Some vehicles like Honda have filters in them, which cause noises, restrictions and other problems.
