Yes. A loose negative battery cable can make a car hard to start. In fact it can make it impossible to start. If you don't have one you can go to a hardware or automobile supply store and purchase an adjustable wrench for a few dollars. With that wrench, you can tighten your cable. That wrench is useful for a number of things. While you are at it, also get a piece of sand paper and clean the battery terminal.

Answer There could be two causes to this problem. One might be that your negative post is loose inside the battery and the second reason could be that your negative cable is loose. If the post is loose there is no way to tighten it. You will have to change your battery.
