The US postal service does allow carriers to suspend delivery when there is an immediate threat. The fact that there has been even one "incident" with your dog means the carrier is fully justified in regarding the animal, if loose, as an "immediate threat." You will have to confine your dog during delivery hours.

If your dog is properly confined, then no, he's not allowed to exact revenge by continuing to refuse to deliver your mail, and if he's doing so you should contact the local postmaster. In the words of the USPS website: "Mail delivery will resume as soon as the Postal Service is confident the animal is no longer a menace."
