A good manager is a leader.. a leader makes employess successfull.. they have fun to work and are proud of what they do .. a successful manager delivers results... on the long term that can only work if the manager is a effective leader..

Yes. In my opinion, "managing" is not nearly as effective as "leading", but certainly there are people with the title of manager who are very effective leaders.
