It can in Arkansas, You just need to add all required items for A street bike, Lights, Turn signals, A place for a tag, ETC.,,,,, Keep in mind that most "off road" bikes are not built in A way that makes them good for street use, They are generally set up for frequent stopping or slowing of the engine.,,,, If your bike is A two stroke (Cycle) engine it will likely be stressed if used on the street because it will not be designed to stay turning fast for long lengths of time.
if you get on and off road tred, blinkers, and mirrors.
yes
if it is street legal it is required to have a title, if it isn't street legal it doesnt require a title
Same laws that apply to motorcycles apply to ATV's in Idaho. That means you have to title and register it at the county assessor's office. In Idaho all you need to make a motorcycle street legal is a headlight a taillight, a horn, and mirrors.
I'ts not only possible, but in the case of non-street-legal bikes, it might even be the norm. Most people don't bother registering or converting the certificate of origin for a non-street bike, so a title is never generated. There was a C of O for it when new, but it is more than likely lost. For a street legal bike, there would have to have been a title applied for at the least if they got plates for it.
Title for abandoned motorcycle in Virginia

No. They were sold without a title as they are designed only for off road use. They also lack the equipment needed to make them street legal.
A CD title I believe is not actually a title. CD in reference to a motorcycle usually means a Certificate of Destruction.
How is it not registered? The dealership will typically handle that along with title if it's a street bike. If it's an off road bike the they will give you a MCO or MSO and most states will not require a title or registration. Long answer for me to say contact the dealership but they have no legal reason to take the bike back.
