A neighbor cannot place a lien on your property for cutting the grass unless he has a written agreement with you stating that you will pay him to cut the grass. There would then need to be a breach of that agreement and the neighbor would need to obtain a court judgment in his favor. However, in most jurisdictions, a town can order the clean up of a derelict property and record a lien for their costs.

When neighbor A took the garage down next door neighbor's retaing wall slid into nextdoor neighbor's property are there legal rights to demand removal of the retaining wall rocks from the property?

If neighbor A took down a garage and it caused the neighbor's retaining wall to fall, they (neighbor A) should be responsible for cleaning up the mess. If the rocks are on neighbor A's property, they can place them on neighbor B's property. A judge can decide who will actually pay for the cleanup.

Should you allow a neighbor to place a fence on your side of the property line?

No. Dong so may cause adverse consequence if and when one of the two parties move. It is your property and therefore your responsibility to fence your own yard. You can share the fence and the costs. You would each pay half. Also, depending on the laws where the property is located. If your neighbor puts a fence on your property and not on the property line (a few feet inside on your property) they could end up owning those few feet after several years. Adverse possession.

Does homeowners insurance cover a window cracked by a rock thrown by your neighbor's lawnmower?

There is a coverage on most homeowners policies that is called "Pysical Damage to Property of Others". So, since you neighbor caused physical damage to your property, this would be the logical place to start. If this is not available, then the Liability coverage [portion of his policy would cover the damage.

Who is liable for contractor's damage to neighbor's property?

Typically, the contractor would be liable for damages caused to the neighbor's property. The contractor is responsible for ensuring that the work is done correctly and without causing harm to others' property. However, in some cases, the homeowner who hired the contractor may also share liability depending on the specific circumstances and agreements in place. If your neighbor and you have a common fence face-interchanging sides separated by a 4 inch wood between the sides is it legal to put a 3 inch high net over your fence on this 4 inch wood?

Depends on who owns the fence, i.e. whose property it is on or who bought it in the first place. Often one person installs a fence (maybe 3 owners ago) then allows the neighbor to install wood on their side of the owners fence. This wood is the owners wood but people do it cause it is cheaper than installing a second fence on their own property. If you own the fence (its on your property) then you can do whatever you want including tear it down. If it is on their property they can tell you what you can or can't do. The best thing is to go to the neighbor and actually talk with them about what you'd like to do.

What recourse do you have if your neighbor cuts down a healthy tree on your property?

You could attempt to sue in small claims court as recourse. However, if the limb was hanging over their property line in any way the neighbor is legally justified in cutting the limb back until it no longer crosses their property line. On the other hand if there was no notice/request provided by the neighbor, they trespassed onto your property or some issue with the tree is caused by the neighbors removal (i.e. the tree becomes diseased or dies from the limb removal) there could be some form of legal recourse. ==Clarification== A tree problem is best addressed in a friendly manner and by the cooperation of the parties involved. However, many neighbors who own large trees are uncooperative. If limbs from your tree are hanging over your neighbor's property and causing a problem those limbs can be cut back to the property line with or without notice to you or your permission. The work should be performed by a certified arborist. If the neighbors can agree on a professional trimming and the tree owner is willing to grant permission, a more aesthetic pruning can be done if the arborist is allowed to prune the offending branches back to their collar and try to maintain the symmetry of the tree. The results may be more pleasing than branches cut off at the property line. The right to trim branches hanging over your property from a neighbor's tree has evolved from old English common law.
