Provided the balloon material is non-toxic, reasonably durable, non-reactive to the paper mache ingredients (it probably is not unless it's water soluble!) and will allow the paper mache to adhere to its surface, you can use any kind of balloon material. The only thing is, non-latex balloons are rare, more expensive and made of mylar or synthetic plastic in order to remove rubber proteins - those which allegedly affect people with latex Allergies - and thus have less ability to stretch and have thicker skin. Depending how thick this skin is, you may not be able to pop the balloon once you're done maching around it. For some models that's of no concern, but it's something to consider when starting out.
