Not by itself. On newer cars, the oxygen sensor can tell the computer to richen up or lean out the air fuel mixture. It could cause a little, almost unnoticeable amount of extra smoke if it was calling for an extremely rich mixture. If you have a gasoline engine and there is a lot white smoke coming from the tail pipe then your engine is either running excessively rich or has a coolant leak and is burning water (some white smoke is normal in the winter, because the engine runs richer due to the cold). If the smoke is black then the engine is burning oil.

I do not know the complete answer. Usually, as the oxygen sensor is failing, it will cause the car to run rich, so that your exhaust gets blacker. If it totally fails, then the computer will go into a default mode (limp mode), and without having feedback from the sensor, it will make the car run at a fixed rich setting, again making the exhaust blacker. I am also hunting for an answer since my car is stalling and the check engine indicates a faulty downstream oxygen sensor. I believe you are seeing your Oxygen or 'O2' sensor. It measures the ratio of oxygen in the exhaust and sends the info to your car's computer while you are driving. If the O2 sensor is bad your car can run poorly. It is one of the more important sensors on you car.

Check for trouble codes with a scan tool. I worked on a Saturn that had corrosion on the coolant temperature sensor connector which caused the computer to see too low of temperature and it added excessive fuel to the mix. The car barely ran, hads lots of smoke, the gauge on the dash was erratic and a coolant temperature sensor code was stored in the PCM.
