It depends on how you are using the word "offended." Can he be personally offended (as in insulted)? Yes, but providing this 'insult' doesn't cross some statutory line he may not take action just because his feelings are hurt. If you mean 'offended,' as in some moralistic or public nuisance way, yes, he can be. As the enforcer of the laws of his jurisdiction, if he witnesses some occurrence that is clearly offensive to public morals he may take statutory action to enforce his jurisdiction's law, even if it was only 'he' that observed it. Examples might be: Urinating in public - public drunkenness - public fornication - etc.,
