In general, any officer may search any suspect, period.

Although,

Ideally, a minor female will be 'frisk' "searched" (outer clothing patdown) for the officer's safety, by any officer taking her into custody. OR - placed in restraints (so that she cannot access any possible weapons she may be carrying) until the arrival of a female officer.
