Yes. But you need to consider a few things before you decide on how much to give...age, weight, amount of exercise (very important...this is a high calorie food), and the weather is another factor...hot weather and too much alfalfa can cause your pony to colic.

Alfalfa is great when you need to get a horse to gain weight. It is like McDonald's to them: they love it and it is fattening.
If your pony is one to eat a LOT, make sure it has plenty of "grass hay"...this is a much less fatty food, and is easier to digest on a regular basis. It is also better in the summer time than alfalfa, especially when it gets really hot.
They can but it's not recommended for them, especially since it's a high-protein forage which can cause problems to them such as colic or founder. Horses should be fed grasses and grass hay, not alfalfa. Alfalfa is for ruminants like cattle, sheep and goats, not horses.

Alfalfa is fine for horses to eat provided it is below 16% protein and the horse is not idle. A horse can have up to five pounds (sometimes more) of alfalfa in it's diet daily with no ill effects. Alfalfa is typically fed to horses on the west coast of the USA in heavy amounts with little to no ill effects and also to performance horses , broodmares, and youngstock, again with no ill effects. The only thing it really causes is a stronger odor in the urine. However it should not be fed to an idle horse or one in light work as it will cause them to get fat and hyper. Alfalfa is not bad for them as it was once thought to be, there is research resources available at most agricultural colleges and agricultural extension agencies.
