No, only ministers or officials who is a resident of the named state should perform the marriage in the named state.
But, he can petition for permission from the state of South Carolina to perform the ceremony. He'll need to check with the clerk of the court in the county where you want the ceremony performed, and will probably also have to clear it with the local affiliates of his denomination.
