Seasonal unemployment exactly what it says.In other words the umemployment is seasonal. Disguised unemployment does not mean totally unemployed.It means employment but,in this employment more people are employed in a job in which less people are required

The government doesn't try to end seasonal unemployment because the jobs are needed. The seasonal peoples employees pay unemployment taxes the same as any other business. The workers should get unemployment just like any one else.
Some would be positions that depend on school being in session. Anyone from a school bus driver, to a teacher to a cafeteria worker. During winter, it could be anyone that does outside gardening work or construction, depending on how cold it gets.
Full employment doesn't mean that there is zero unemployment. Full employment only means that the economy is operating at full employment because there is only structural unemployment, frictional unemployment, and seasonal unemployment. Remaining unemployment is cyclical. Even when an economy is working properly, it will experience frictional, seasonal, and structural unemployment. (gp)
