I don't specifically know about Michigan, but in general they will never allow a student to turn 16 yrs. old while in middle school. So, usually they 'graduate' them by 15.

Special education is simply providing additional instruction to a student to help in the area of academics. This can be by helping a student who falls below the academic success of their peers or whom surpasses their peers.
