A woman, under Islamic Law, can ask for a divorce for any reason she wants. In the time of Muhammad, a woman came to him and said that she wanted to divorce her husband because she gets unhappy every time she looks at him. She said she just does not love him. The Prophet (peace be upon him) told her she could go ahead and divorce him.

If a man is not praying; intentionally and denying this Islam pillar on purpose; then the marriage should be dissolved because he has essentially left Islam and is expelled from Islam faith by Islam rules.
