Not likely. It can happen but is close to impossible. Ovulation occurs at day 14 of a 28 day cycle, at this time the environment is best suited for fertilization to occur. So technically intercourse should happen 72 hours prior to this, or at days 11-12, if you want to make a baby since it takes the sperm a while to reach the egg in the ampulla of the fallopian tube.

There is also a 72 hour period after ovulation where fertilization is also likely, since the uterine environment is still highly hospitable for a fetus. Each day after this point makes it harder and harder for pregnancy to occur since you are reaching the end of the Luteal phase of your cycle.

Technically it can happen any time you still have a corpus luteum present, basically day 14-28, since at the end of day 28 the cells in the corpus luteum all commit suicide and the uterine walls become unstable and unable to hold the egg let alone a fetus in place... This is when your period starts flowing and pregnancy is completely impossible...

So to answer your question, it's unlikley you'll become pregnant on day 23, but not impossible.

There is a lot of discussion about the "Rhythm Method" of birth control on the WWW (see attached links).

To be effective, one has to know the average length of a woman's menstrual cycle. If the typical menstrual cycle is less than 1 month, then day 23 would lie in the typically "infertile" period. If it is longer than a month, then the period shifts and it might like outside of the period.

However, note that there is a very high failure rate with the rhythm method (5-10% failure rate). With the high failure rate in mind, one might not want to take the risk.

There are other methods to help predict the later "safe days" including using Basal Body Temperature and looking at Cervical Mucous.

There are "Day After" contraceptive methods. If you feel you are at risk of an unintended pregnancy, then take other Birth Control measures.

No, it's biologically impossible.

During menstruation women cannot ovulate thus there is no egg present in order to get pregnant - HOWEVER a woman may be fertile during her period, meaning that there may be fertile quality cervical mucus present during menstruation which can keep sperm alive for up to 7 days. Thus although it's impossible to get pregnant during menstruation, it is possible to get pregnant as a result of sex during your period.
