Yes; in fact, it may behoove her to do so if her spouse has a medical condition that makes him hard to insurer, or results in a higher premium. That said, if she is on a group policy through her employment, it may make sense to add her spouse (and children) to the policy. This is because a group policy is generally more economical than an individual policy,and frequently, underwiting permits a greater range of medical issues for the proposed insureds.
