Absolutely you can. When frying Phyllo remember that it cooks very fast. If you have filled the Phyllo with a filling the filling should be hot prior to frying. The Phyllo will have a tendance to burn if you leave it in long enough to heat cold filling.

Yes, however it may be difficult to bring it back to the desired phyllo dough texture when reheating. A good technique that could work is by setting an oven at 500 degrees F, and lightly spraying the baked phyllo dough and "flash bake" for up to 5 minutes until crispy or flaky.
