If the situation is a divorce or separation from a partner then both parties should give consent to the cancellation. As an agent I would take the party who called in off of the policy and change the address to that of the other party so that they have the opportunity to continue the policy if that address is known.

ADDED: It sounds like a slipshod way to do business but, as an "agent" of the issuing company, he probably has that authority. It all may depend on the wording contained in the insurance contract. I doubt that any "laws" were broken however.
