At the present time (Sept. 13, 2011) the nation of Greece seems to be on the verge of bankruptcy, which would be very bad for the EU. It is not clear that any new country would even want to join the EU in its current state of financial uncertainty. If the finances are ever fixed, then it would seem to be possible for new countries to join the EU with no problem - as long as that new country is European. It is specifically a European union, it is not open to everybody.
