Technically, Id say sure they could. But that would be really stupid thing to do since it would likely be a federal crime, and they could go to prison or be fined an insane amount. Or both...

You can do it on-line at the USPS. With the disclaimer at the bottom:

"The person who prepares this form states that he or she is the person, executor, guardian, authorized officer, or agent of the person for whom mail would be held under this order. Anyone submitting false or inaccurate information on this form is subject to punishment by fine or imprisonment or both under Sections 2, 1001, 1702 and 1708 of Title 18, United States Code. "

TITLE 18---CRIMES AND CRIMINAL PROCEDURE

§ 2. Principals

CHAPTER 47---FRAUD AND FALSE STATEMENTS

§ 1001. Statements or entries generally

CHAPTER 83---POSTAL SERVICE

§ 1702. Obstruction of correspondence

§ 1708. Theft or receipt of stolen mail matter generally

Is it legal for someone or an attorney to hold another persons mail as proof of residence in a small claim dispute?

As far as the mail is concerned - it is covered by US Statute and it is illegal for anyone to take anyone's mail out of the mailbox for any purpose. In fact it is even illegal to place anything into a mailbox that was not delivered by the US Mail - the Post Offcie can and many times demanded that postage be paid on those items. What do you mean by "hold" their mail? Either you live somewhere or you don't.

Is there any law against a mail carrier holding a disabled persons mail?

Mail carriers are supposed to deliver mail; it's not (with a few exceptions) the carrier's decision to make as to whether to hold it or not. Off the top of my head I can't think of a good reason a carrier would hold a disabled person's (or anyone else's) mail if they hadn't been asked to. There's no law against the USPS holding mail if specifically requested to. and carriers are not required to deliver mail if they believe that doing so would put them at significant risk (if you've got a dog loose in your yard, the carrier doesn't have to risk getting bitten; this has nothing to do with whether you're "disabled" or not and is purely a matter of the dog being an apparent danger).
