Sure, assuming they have adequate access to shade, water and food. However, it's natural for dogs to run and play, so be sure tying a beagle down is the best possible situation for him.
Friends don't chain friends. I'm sorry to say, but my opinion is that if you have a living situation where the dog would have to be chained up, you should not get a dog. Also, the shorter the chain the more miserable the dog- while the longer the chain, the more likely he is to get it caught on or wound around something causing possible injury.
