Absolutely not. But, if your Power Steering pump was to lock up it may make the motor seem to be locked up because most vehicles run a serpentine belt. The belt operates all of the accessories on the front of the engine. (i.e Alternator, Air Conditioning Compressor, Power Steering Pump) If the Steering Pump is locked up it may keep the engine and accessories from turning. I have seen this a couple of times on Mid-Late 90's, Fox Body, 4 cylinder Mustangs. A quick check would be to remove the belt and see if the engine will turn. Also, see if the Power Steering Pump will turn with the belt off... V-
