Yes. In fact a lot of breeding use oatmeal in their homemade gel foods to bulk out the goldfish. However, this should be alongside other foods such as bloodworm, brine shrimp, daphnia and a good quality pellet such as hikari's range or tetra gold Japan. Algae is also a good food source (and its free) so either let some grow in your tank or buy algae wafers.

they love them, if you want to prevent desises cut up one, take of the skin and cut up the middle part of the actual pea, give it one once a week for a treat and medicine

My beta quit eating. while at my desk i stuck in a piece of oatmeal and she went crazy, here a week later she is back to swiming around and eating.

Yes, betta fish love oats. Make sure that the portions are small. Oats are high in protein and will keep the betta from getting constipated.
