If they were born blind or went blind very early on before they develop the understanding of color then no. If later then yes. The question clearly asks "Can a blind person determine color? Consider that refracted light will emit heat. Various colored light filters will emit different degrees of heat. Therefore a blind person can be educated to identify certain levels of heat to specific colors. Comments It depends on if they were born blind or not. If they were close your eyes and imagine that you

Why do blind people look up a lot?

Well the thing blind itself has categories some legally blind but can still see light, and light itself makes a huge difference in their lives. People able to see the light are less likely to get depressed compared with non light recipients. There is also the society and people around him, he doesn't want to make them uncomfortable by looking directly at them as it might have got the person in trouble once or twice. One more reason I can think of is that they rely on hearing and the ear is in a specific direction, this might help them hear a bit better.
