It could make it confusing to determine which one is being referenced, but in the US there is no legal reason their children can't have the same name. Out of courtesy, often the one who chose the name for their child first would be asked if they object.

yes (so long as you aren't closely related! brother / sister / cousins etc)
Your wife's brother is your brother-in-law. Your brother-in-law's wife is not related to you, and the same applies to her sister.
A sibling is any person who is either brother or sister to that person. Half siblings and step-siblings are the same, are the same, but half sibling is a half-brother or half sister, and a step sibling is a step brother or step sister. No matter what your age, any brother or sister is considered a sibling.
Not full brother and sister, but in sharing the same blood line ofthe mother, you are considered to be related by half of the parentage, in this case, on the mother's side. Whether one becomes full brother/sister is a matter of love, compassion, acceptance, and the half factor becomes a matter only of legality. You are half brother and sister. You share your mothers blood but not your fathers.
A brother and a sister, both being children of the same parents, are siblings.
