Usually, there is something going on where they feel inadequate, and they bully hoping to feel better about themselves. As far as the person being bullied, it can be severe. It is a huge blow to their self esteem, makes them feel they always need to keep a low profile and avoid situations, and can even cause severe depression. It can effect their work, school, and home life.
