No. Never give a dog cooked bones. Cooked bones are brittle and splinter easily. Raw bones are much softer and safer for a dog to chew, but make sure they eat it slowly so they don't choke. You can hold one end of the bone to ensure your dog doesn't try and swallow it whole.

However, a cat's diet should not consist solely of beef. You can feed your cat fresh, cooked meat as a snack or occasional meal a few times a week, but the cat's primary diet should be cat food. Meaning, canned food that is specifically made for cats (and if you wish, some dry kibble to supplement).
And ideally, the cat should eat only premium brands, not supermarket brands, as the supermarket brands (pretty much any brand you can buy at the supermarket) are made with only the most disgusting and foul leftover animal parts. No living creature should eat what's in that "food."
