It depends entirely on the country.

If there is an effective court system and enforcement mechanism (such as exists in China), an abolition of child labor as a law would work well.

In countries with high levels of corruption in law enforcement (such as Russia) or an inordinately slow judicial system (such as India), economic incentives should be provided to lure people away from child labor.

Child labor would be extremely hard to abolish, but it could be restricted even more. In fact, in the past few centuries child labor has been limited and focused on. Now children are stopped from working in hazardous occupations, have limited hours, and are required to obtain a work permit for most jobs. Child labor is found all around the world and it would be hard to halt it completely.

Child labor must be abolished. Children must be sent to school to study, and not to factories, mills, or roads to work.
