The Army does have a civilian workforce, but most of them are stateside, performing various functions such as disposing of used brass casings, maintaining vehicles, organisation of the ammo storage facilities, etc. The civilians in Afghanistan, Iraq, Kosovo, etc. are mostly contractors, working for firms such as Kellog, Brown & Root, Triple Canopy, General Dynamics, Blackwater/Xe, Aegis Defence Services, Horizon, etc.

First, you'd need to possess some occupational skill they're in need of, and you could obtain a listing by contacting these companies. Then you'd have to apply and be accepted, which, depending on the job you're applying for, could take up to six months or more.
