Yes, the residue left on your fingers from the tobacco can cause this. Then you touch your eyes, nose, etc. Nicotine is a known irritant and would cause the symptom that you report. Think about everything that your fingers touch, doorknobs, keyboard, steering wheel, you're basically leaving that irritant everywhere in your environment.
To avoid this, wash your fingertips after taking a dip or stop dipping altogether... it is bad for you after all and in the long run will do worse things to you than bother your eyes.
