Dogs will eat pretty much anything, but this is not because it necessarily helps them. They have been known to consume objects that are decidedly bad for them, and in some cases this can be fatal- whether by blocking the bowel or piercing it, or simply due to poison or toxicity (chocolate being one of the most common toxins consumed by pet dogs is not a surprise example), canine fatalities as a result of consuming strange materials and objects are not uncommon.
It would not really be a good idea to encourage the consumption of toilet paper; not only could this lead to obstructions, but it is treated with chemicals (including bleach) that may cause long-term or serious health problems.
However, it is likely that your dog just likes making a mess of things, and shreds more than it consumes. Most dogs do like to play.
Be aware, dogs can also make a mess in protest, for instance, at long periods of loneliness (a widespread form of neglect among dog-owners). If you suspect this, remember that your clever pet chose this expression of rebellion over the destruction of furniture items... then do something to improve your clever pet's lot before the campaign steps up a notch!

Some guinea pigs simply chew the paper while others try to eat it, which can affect their digestion. If your pet eats paper it should be given some other kind of chew toy. In any case chewing is extremely important for rodents because their teeth are always growing.
